Whether service is totally offline or just acting a little funky, the first step in troubleshooting should be a reboot to the POE (Power Over Ethernet) and router (either leased or personal). All that needs to be done to perform a reboot is to simply unplug the router and POE from power, wait a few minutes, and then plug them back in to power again. During this process, it is a good idea to check the cabling and make sure everything is seated securely right where it needs to be to work properly. It is also a good idea to check the outlet or surge protector to ensure the radio and router are receiving power. If there is no power to the equipment, try a different outlet, surge protector, or both.
